Energy Efficiency Support: ECO4 and the Great British Insulation Scheme
Improving home energy efficiency for those who need it most
The Energy Company Obligation (ECO) is a government-backed scheme aimed at cutting carbon emissions, reducing energy bills and combating fuel poverty. Running till March 2026, the fourth phase of the scheme, ECO4, focuses on whole-house retrofits. Eligible households can gain access to fully funded or subsidised energy efficiency measures. ECO4 Flex, also known as ECO4 Flexible Eligibility, is a mechanism within the wider ECO4 scheme that allows local authorities to refer households for energy efficiency upgrades that might not otherwise qualify under the standard ECO4 rules.
The Great British Insulation Scheme (GBIS) supports the ECO4 scheme by delivering predominantly single insulation measures to a wider range of households. Households that qualify can receive free or subsidised insulation measures, including loft, cavity wall, or solid wall insulation. Who can benefit
The schemes are open to homeowners, landlords and tenants, and are designed to assist households facing energy challenges. ECO4 specifically targets homes with an Energy Performance Certificate (EPC) rating of D, E, F or G and limited income, offering support to improve energy efficiency. GBIS is designed to help improve the energy efficiency of homes with lower EPC ratings (D,E, F and G) and in lower Council Tax bands (A-D).
