A Traffic Regulation Order (TRO) is a legal document that must be made by the Local Authority under the Road Traffic Regulation Act 1984 to regulate or restrict the use of the public highway either permanently, experimentally or temporarily. The most common restrictions are:
- closing the road
- speed restrictions
- weight/width/height restrictions
- prohibiting certain movements
- restricting parking in some way
What is being proposed
This Order is proposed as part of our Bus Service Improvement Plan relating to bus services in the district and will provide a controlled bus service link between the Donnington Heights housing development and Love Lane in Shaw-cum-Donnington.
Bastion Street will be used as an entry and exit point out onto Love Lane from the Donnington Heights housing development for local buses and cycles. Enforcement of the restriction will be via ANPR Camera enforcement rather than by physical engineering prevention means such as rising bollards.
All other vehicles except local buses and pedal cycles will be stopped from proceeding in any direction along Bastion Street in Shaw-cum-Donnington between points approximately 30 metres and 44 metres north of its junction with Love Lane.
Please note that Bastion Street is not yet adopted highway. The project forms part of the approved Capital Programme for 2024/25.

We'd like to know whether you'd like to express your support, record a neutral position or lodge an objection to the proposal to restrict all vehicles except local buses and pedal cycles from proceeding in any direction along Bastion Street in Shaw-cum-Donnington between points approximately 30 metres and 44 metres north of its junction with Love Lane.

Copies of the draft Order, explanatory statement and map can be inspected during the hours of 9am to 4.30pm, Monday to Friday at main reception on the ground floor of West Berkshire Council Offices, Market Street, Newbury, Berkshire, RG14 5LD.

What happens next
All comments received will be reviewed by the Traffic and Road Safety Team. If we receive any objections, the Executive Member for Highways will decide how to proceed at an Individual Executive Member Decision meeting, which is provisionally scheduled for April 2025. However, whilst the intention is to meet this date, there may be unforeseen circumstances that delay the final decision. If no objections are received, the Order will be sealed and come into effect in summer 2025.
